The 2016 Pediatric Societies Annual Conference will be presenting a Symposium on Children, Cell Phones and Wireless. Over 8000 pediatricians, research scientists, health care providers and policy makers from around the world will attend the conference. The Paediatric Academic Societies consists of four sponsoring societies: The American Pediatric Society, the Society for Pediatric Research, the Academic Pediatric Association, and the American Academy of Pediatrics.

AMERICAN ACADEMY OF PEDIATRICIANS ENDORSES CELL PHONE SAFETY LEGISLATION

Washington D.C. (December 13, 2012) -- The American Academy of Pediatricians (AAP) which represents "60,000 primary care paediatricians  pediatric medical subspecialists, and pediatric surgical specialists dedicated to the health, safety and well-being of infants, children, adolescents, and young adults" has endorsed H.R. 6358, the Cell Phone Right to Know Act.


"Health effects from cell phone radiation are a potential concern for everyone that uses a cell phone, but children are among the most vulnerable as the doctors note in the letter. I am honored that such esteemed professionals support the Cell Phone Right to Know Act," said Kucinich. "Our coalition is growing and broadening."

The Cell Phone Right to Know Act, H.R. 6358, provides for warning labels on cell phones. It would also create a new national research program to study cell phones and health and require the Environmental Protection Agency to update the outdated Specific Absorption Rate.

"The AAP strongly supports H.R. 6358's emphasis on examining the effects of radiofrequency (RF) energy on vulnerable populations, including children and pregnant women. In addition, we are pleased that the bill would require the consideration of those effects when developing maximum exposure standards. Children are disproportionately affected by environmental exposures, including cell phone radiation. The differences in bone density and the amount of fluid in a child's brain compared to an adult's brain could allow children to absorb greater quantities of RF energy deeper into their brains than adults," wrote AAP President Thomas K. McInerny, MD, FAAP. 

Last year, the World Health Organization finished its assessment of the evidence about the links between exposure to radiation from cell phones and health problems. They concluded that there was enough evidence of a link to classify it as "possibly carcinogenic to humans," placing it in the same category as lead and mercury.

The long-awaited Interphone study, a major inquiry into the potential links between cell phone use and tumors, concluded that when taken as a whole, there was not a link. However, when the data was broken down, more risk was found and the picture became clearer. Those using their cell phones typically only 30 minutes per day or more were found to have a 40% increased risk of a type of brain tumor called glioma, when compared to someone who had not used a cell phone. If the phone is used mostly on one side of the head, the risk is 96% more than someone unexposed to cell phone radiation. Other research, including research from the Cleveland Clinic, has shown links between cell phone radiation and male fertility.

Cellular phones emit what is known as radiofrequency (RF) radiation. The Federal Communications Commission issues limits on those emissions called the Specific Absorption Rate (SAR). According to the Federal Communications Commission the SAR is "the amount of radio frequency energy absorbed by the body when using a mobile phone." The current limit for the maximum SAR from a cell phone is 1.6 watts per kilogram. However, the current SAR is out of date. It does not take into account modern usage and does not take into account vulnerable populations like children or pregnant women. 

It also assumes a person's only exposure is from the phone in use, but with WiFi, "smart phones," and Bluetooth technologies, exposure to only one wireless device is increasingly rare. Further, children's bodies are developing and have "softer" skulls that grown adults. That means that children absorb more of the radiation than adults who were studied for the SAR.

"With about 300 million cell phone subscribers in the U.S., and with enough scientific evidence to show there could very well be a link between cell phones and health effects like brain tumors or sperm damage, consumers have a right to know what their phones are emitting. We must demand it," said Kucinich.

THE PRECAUTIONARY PRINCIPLE AND EMF

Abstract 


The precautionary principle, a recommendation to consider action to avoid a possible harm even if it is not certain to occur, is variously defined and interpreted. I will present a range of definitions with an emphasis on their requirements for strength of evidence of harm and for actions to be taken. I will describe the variety of approaches that have been adopted in developing policy to address the issue of possible health effects of electric and magnetic fields (EMF) in the face of scientific uncertainty. Further, I discuss specific aspects of scientific uncertainty regarding EMF health risks particularly relevant to the development of precautionary principle policy. I will define and discuss prudent avoidance and other unique features of applications of the precautionary principle to EMF. I will conclude with examples from EMF policy decisions of risk tradeoffs that need to be considered in developing any precautionary principle policy, and provide recommendations for better ways to define and implement the precautionary principle.

Introduction

The precautionary principle is one of many guides society can use when deciding whether to take action to protect people from possible harm. It is essentially a “better safe than sorry” approach suggesting that action should be taken to avoid harm even when it is not certain to occur.

All risks are to some degree uncertain, but the degree of uncertainty varies.

Clearly, when the harm associated with a risk is slight and its occurrence very uncertain, little or no action should be taken. Conversely, when the harm is great and there is little uncertainty about its occurrence, significant action is called for. It is in the gray area where substantial harm is postulated but certainty about whether it will occur is low, or where the degree of harm is low but the certainty is high, that policymaking is more difficult and some decision rules are needed as a guide to action. The precautionary principle provides a framework that can help provide a basis for decisions about whether to take action and what action to take in uncertain situations, if it is supplemented by other decision rules and risk evaluation.

FACT :

Mentioning of prominent dignitaries in original Program  where these persons have declined invitation has reflected  on the credibility of the Organisers.

Last time Mr.Michael Repacholi , Chairman Emeritus was informed that the event was organised by Ministry of Health Government of India. Mr Repacholi found out that it was only industry sponsored so he cancelled not only his participation but also told his other contacts to not participate.

The event was cancelled.

In view of this Mr Repacholi was not invited. This time under the Banner of the Indian Institute of Technology , New Delhi and Maulana Azad Medical College , New Delhi the event was organised.

The organisers had to change the program at the last moment as WHO - EMF Head Dr. Tahera Emilie Van Deventer , Team Leader Radiation Programme Department of Public Health, Environmental and Social Determinants of Health World Health Organization, Geneva, AND Dr. Soumya Swaminathan , Director General Indian Council  of Medical Research had declined to participate in this so called " International Conferrence on Electro Magnetic Emissions in Mobile Telephony and It's Health Impact and Workshop  subsequently."
